On October 29, 2026, OpenAI officially announced a major update to its Model Spec document. This public document outlines behavioral standards and decision-making guidelines for the company’s artificial intelligence models when confronted with situations lacking clear human instructions.

Five Values Shaping Model Decision-Making

Instead of listing discrete behavioral clauses, the new Model Spec is entirely restructured around five core values: fidelity to human intent, minimizing harm, honesty and transparency, respect for human agency, and thoughtfulness. Among these, fidelity to human intent is established as the primary foundation.

The document specifies that models must not merely follow instructions literally, but must understand the user’s long-term objectives and underlying values. When assisting with critical decisions, models are required to clarify implicit assumptions and empower the user to make adjustments rather than unilaterally steering or imposing subjective viewpoints.

This approach is expected to better address the challenge of determining AI agent authority boundaries in real-world enterprise environments.

Removing Style Rules to Increase Flexibility

A notable change in this revision is that OpenAI has removed most of the previously restrictive, detailed style guidelines. Instead, the model’s response style will adapt flexibly based on personal preferences, cultural context, and direct user feedback during the conversation.

Nevertheless, the document maintains mandatory default principles, such as preserving an objective perspective when analyzing controversial issues. While users have the right to request responses from a specific viewpoint, the system is not permitted to automatically infer opinions merely to please the conversational partner. The update also officially changes the standard term in the document from “the assistant” to the designation “GPT”.

The challenge of controlling model behavior has always been at the heart of discussions surrounding AI safety regulations between regulatory authorities and leading research labs.

The Gap Between Benchmark Documents and Real-World Behavior

OpenAI candidly notes that the Model Spec reflects behavioral goals the company is striving to achieve, and that current models cannot yet perfectly meet all of these requirements. The firm is researching new reinforcement learning training methods to help models understand the underlying reasoning behind the principles rather than merely parroting safety patterns.

Publishing a clear value framework is a necessary step to increase transparency, but the real challenge lies in whether increasingly capable models will misinterpret abstract concepts such as benevolence or fairness when autonomously resolving complex conflicts of interest.
